The main milestones of the merger between Normandy Motor Valley and Vestapolis

According to the terms of the CIADT [Interministerial Committee for regional planning and development] of 12 July 2005, the policy of the competitiveness clusters was designed as one of the pillars of the industrial policy launched by the Government. Its objective was to increase the competitiveness of French industry, and the attractiveness of the regions, in the short and medium term. Networking of companies, public research and higher education establishments is essential for harnessing our potential for innovation.

The competitiveness clusters draw in part on local relationships to build these networks and form genuine ecosystems for growth. The Mov’eo cluster arose from this policy to form, in successive stages, a coherent and solid whole:
  • On 12 July 2005, the two clusters Normandy Motor Valley and Vestapolis were awarded official recognition. The letter from the Prime Minister stated the State's interest as a matter of priority in the automobile sector, and requested a merger process to be undertaken between these two clusters in coordination with the players of the "Ile-de-France automobile cluster" project, so as to quickly build up a cluster with high international level visibility.
  • On 30 November, the principle of the merger between the two clusters was validated by the shareholders of both clusters. The new themed structure corresponding to the new cluster was reached by mutual consent between all the players concerned.
  • On 16 December, a merger committee began the final phase of the merger of the two clusters.
  • On 19 January 2006, a framework contract dossier was finalised by all of the producers, education and research establishments and public players to form a single owning entity for the new cluster and its cooperative projects. On this date, the draft contract for the future competitiveness cluster Mov’eo was signed by Mr. Guy Bourgeois, Mr. Jean-Dominique Wagret and Mr. Gilbert Mary under the aegis of the Minister for State, the Interior and Regional Planning, Nicolas Sarkozy.
  • On 6 March 2006 the CIACT awarded Mov’eo the tag "global competitivness cluster".
  • On 19 June 2006, Mov’eo's constituent general assembly implemented the governance structure of the new cluster.
